The Partnership for Public Service Annenberg Leadership Institute prepares rising federal leaders to solve pressing national issues by driving innovation, inspiring employees and delivering results.
Leaders learn best by doing. The Annenberg Leadership Institute enhances the federal government’s existing leadership programs by offering challenging projects to high-potential, developing leaders.
This six-month program improves the leadership skills of select GS-13 to GS-15 federal employees through coursework, challenging action-learning projects and executive coaching. These activities fuel innovation, strengthen leadership and build public-private leadership networks.
Annenberg Fellows attend a series of courses taught by the nation’s leading management experts. These courses address competencies critical to leading successfully in the government including:

The inaugural class of the Annenberg Leadership Institute inlcudes 32 career federal employees from eight agencies. Among the 2008 class of Fellows are physicians, law enforcement officials and research pharmacists with Ph.D degrees. The gender ratio is 55 percent female to 45 percent male. Most of the participants selected for the inaugural class are in their 30s to early 40s. About 40 percent of the class members live outside the Washington metropolitan area. Most are GS-13 and GS-14 career civil service employees. |
Annenberg Fellows reinforce the leadership skills taught in the classroom by tackling real-life, high-risk issues confronting our government and our country. The projects ensure that our Fellows have a meaningful leadership development experience and provide the agencies with practical solutions to some of their most significant problems.
In 2008, project teams addressed issues such as strengthening interagency communications during food recalls, recruiting mission critical talent, and improving employee morale to enhance performance and results.
Each agency team is paired with a Partnership consultant who provides ongoing guidance and connections to a network of external project advisors. In 2008, our advisors included Google, Deloitte, Procter & Gamble, CH2M HILL, Wegmans and Teach for America.
Coaching is critical to leadership development. One study found that training increases managerial effectiveness by 22 percent. The combination of training and coaching increases effectiveness by 88 percent.Annenberg Fellows receive targeted leadership development support through a 360o assessment – an anonymous survey of managers, peers and direct reports that identifies their strengths and weaknesses – and coaching from an established public, private or nonprofit sector leader.
